Q: What is the difference between PTA, School Site Council and BCE?
A: These three organizations all work on behalf of Franklin students. This chart shows how they differ.

Purpose
|
Franklin's PTA funds and manages a variety of programs to support three primary objectives:
- To promote the education of our children and parents,
- To strengthen our community among teachers, parents, and children, and
-To provide a safe and healthful climate within our school.

The council oversees:
-School improvement efforts, including annual curriculum goals and physical grounds updating,
-An annual budget for the monies that come to Franklin in a site grant from the district, and
Monthly meetings with other schools' SSC reps to discuss district topics.

A foundation formed by Burlingame parents 25 years ago that provides the District with funds for specialists in Library, Music, Physical Education and Early Literacy to students at all five Burlingame elementary schools and BIS.

Who makes this happen?
|
All Franklin Parents and Teachers are invited to join the PTA and are encouraged to attend meetings or get involved on a committee or at the board level. The board is elected annually by members at the April meeting.
|
SSC is the Principal, 3 teachers, 1 school staff member and 5 parents. Parents are selected by school-wide parent voting. Parents and teachers serve a 3-year term.
|
Parents, teachers and administrators from all over the district work together on the BCE board and on the numerous committees that. raise funds through donations, sponsorship or events.

Meetings are open to all parents. They meet:
|
On 1st Tuesday of each month. Eight meetings are held from 8:40-10:30 am
|
On the 4th Thursday of the month at 3:15pm.
|
In the evening each month school is in session, excluding December. Consult the web site for specific dates.

Q: Why should I support all four BCE programs when my child doesn't utilize them?
A: Because all students use the Library and take P.E, and because most elect to sing in Choir or take an instrument, this question usually pertains to Early Literacy. When students who need extra support with reading are not given time with Specialists outside the classroom, the burden of catching them up falls on the classroom teacher, who is then afforded less time with the students who are on track. Additionally, all Burlingame students end up together at BIS and, for the same reason, it behooves everyone to level the playing field before they get there. This is why whether or not your child meets with a literacy specialist, you should make sure there is funding for this program.

Q: Why should I donate to both PTA and BCE?
A: Your financial support of the Franklin PTA (through major fund-raising efforts and membership dues) funds many programs such as media, K-3 Music, Classroom Enrichment, Teacher Appreciation, Campus Beautification and Art, all of which enable us to meet our three objectives. Your BCE donation brings programs that the District can not provide to all five Burlingame Elementary Schools and BIS. BCE tries to fill the gap created by lack of State and government funding.
